Income-eligible households may qualify for no-cost weatherization through New York's EmPower+ program (run by NYSERDA) or through PEACE, Inc. (People's Equal Action and Community Effort), which serves Onondaga County. EmPower+ eligibility is generally household income at or below 80% of area median income, or participation in a utility payment-assistance program.
